Age of empires 2 windows 8.1 fix

It's not (or shouldn't be) 8.1's fault, I have been running the game on 8/8.1 for over a year now with very few problems. I have exactly the same issue as you sometimes and it doesn't just happen for aoe2, it's any game I try to launch through Steam.
